A New High School
for Girls in Rustaq, Takhar Province
The Swiss Foundation of Terre des hommes (Tdh) is
increasing its financial commitment for the reconstruction of
Afghanistan, especially for children in rural areas. Since May
2000 Terre des hommes is implementing a rural
rehabilitation project in Rustaq, Takhar province, by
rehabilitating health facilities, implementing district-wide EPI
programs, providing mobile health teams to selected villages,
constructing primary schools in villages and to construct a water
supply system for 15 villages which have been destroyed by the
devastating earthquakes of 1999. Since June 2002 Terre des
hommes provided additional funds to rehabilitate a boys high
school in Rustaq as well as primary school in villages, and to
construct a new high school for girls in order to provide higher
education opportunities beyond primary education for boys and
girls in Rustaq District.
The already existing structure of the high school
for girls, an old and small primary building with 6 rooms, will be
rehabilitated, painted, windows repaired, blackboards installed and
school furniture provided. A new high school building is already under
construction to provide more space for the girls from grade 1 to grade
12. The building will include 6 classrooms plus one simple physics
laboratory and one modern language training room. Solar energy
facilities will provide cheap and environmental-friendly electricity.
In order to improve the hygienic situation a small sanitation block
will be constructed in the same premises.
To
provide better access to primary education for small children,
especially girls of grade 1 to grade 3 in four villages, Terre des
hommes will rehabilitate together with the community simple houses
and shelter and construct sanitation facilities.
A complete primary school in a remote village will
be reconstructed, which has been destroyed by earthquakes in 1999. The
community and Tdh professionals will work together.
The immediate concern is the teacher. The quality
of the teachers, in terms of their own education and training, as well
as motivation and experience, is a key for learning to take place. All
teachers within Terre des hommes’ framework in Rustaq will be
trained and will participate in several refresher courses in
competency based learning methodologies.
The
whole project is run by a team of Afghan professionals. This policy
explains the position of the Swiss Foundation of Terre des hommes
(Tdh) that Afghans must be in charge to plan, design and implement
reconstruction projects by themselves. Funds for the new high school
for girls came from the German Ministry of Economic Cooperation BMZ
and terre des hommes-Germany.
