After the devastating earthquakes in northern Afghanistan the Afghan NGO, Norwegian Project Office (NPO), and Terre des hommes (Tdh) surveyed the area in May 1999 and came up with a project proposal to provide assistance in the field of health, education and water & sanitation. A partnership agreement between NPO and Terre des hommes (Tdh) was signed in March 2000 and the project finally commenced operations in May 2000.
Due to the demanding requirements by Terre des hommes (Tdh) to adapt the project to changing requirements as well as to increase the quality of services, Terre des hommes (Tdh) became the implementing agency on 8th of May 2001, redesigned and adapted the project to existing requirement with a clear focus on participatory approaches and a clear development orientation for the whole project. Rustaq is the second largest district of Taqhar province located in the Northeast of Afghanistan. This district surrounded from the north, by Shar-I-Buzurg of Badakhshan province, Chayab and Yangi Qala district, on the east it shares area with Kishem district of Badakhshan province, on the west, the district links with Khawaja Ghar while on the south meets with Taloqan (the capital of Taqhar province) and Kalafgon district. Before the war Rustaq was a calm and undeveloped district of the province, and a small number of educated civilians could be found among its pre-war population. Co-funded by
